Follow up the implementation of Laboratório Vivo para a Descarbonização de Évora (LVpDÉ), the City Council, in partnership with the Commercial Association of the District of Évora (ACDE) and the partner LVpDÉ Logistema, specialized in logistics models, carried out the first two sessions referring to the process of characterization of the logistics system and circulation of commodities to the Historic Center of Évora (CHÉ).

LVpDÉ is based on a laboratory model with the active participation of agents, in an informed and continuous manner, which allows for the collection of information, data and knowledge generation, in order to contribute to innovative solutions. The key element of the first phase is the carrying out of surveys to gather information that characterizes CHÉ's logistical needs.

The active participation of all economic agents that have commercial activity in the historic center is essential for a diagnosis and solutions that contribute to the improvement of logistics conditions, in terms of economic, urban and environmental efficiency. In this way, the city will be endowed with real and measurable knowledge about the existing situation, so in collaboration with economic agents, logistic models, that serve collective interests, can be studied, allowing the optimization of resources compared to the traditional model.

Only with the participation and responsibility of everyone will be possible to obtain positive results for the city, in terms of Mobility, the Circular Economy and the Environment, with the adoption of innovative solutions that reduce CO2 emissions, placing Évora at the forefront of the fight against climate change, responsibly and adapted to the needs of traders and citizens.

The challenge is also an opportunity for Economic Agents to participate in the LVpDÉ participation process, by completing the following surveys:

The City Council and partners of LVpDÉ, in particular with Logistema, will soon implement, under the terms of the financing contract with the Environmental Fund, a pilot project that will experiment with a first logistics model, together with the University of Évora and the Hospital do Espírito Santo. For this model, a common Logistics Platform will be implemented for the aggregation of commodities destined for the three institutions, and its distribution will be carried out to destinations in the historic center using a vehicle neutral in terms of CO2 emissions. The objective is to test models that can later be shared with traders and logistics companies that wish to improve their processes and that accept the challenge of decarbonisation imposed by the “Green Deal” strategy and targets set at national and European level.

On the 4th of November, the City Council, in collaboration with the Commercial Association of the District of Évora, will promote two sessions to present the solutions to the economic agents in the Historic Center within the scope of the implementation process of the Logistics, Commerce and Services Pilot Project integrated in the Laboratório Vivo para a Decarbonização (LVpDÉ), with construction for the city's Urban and Sustainable Mobility Plan (PMUSÉ).
The first session will take place at the Salão Nobre dos Paços do Concelho at 11:00 am (Commerce and Services) and a second session at 15:30 (Horeca Channel).

Today, February 20, at Salão Nobre dos Paços do Concelho, the consortium contract of the "Laboratório Vivo para a Descarbonização de Évora" (LVpDÉ) was signed, a project that focuses on the historic center of the city and which aims to implement and demonstrate innovative technological solutions linked to sectors of transport and mobility, promotion of energy efficiency and efficient urban space.

LVpDÉ has ​​a maximum financing value of 500 thousand euros for a total investment of more than 1 million euros and will be implemented in a consortium by a wide range of partners, and the Municipality will be responsible for its management. The expected deadline for the implementation phase will be until the end of the first half of 2021.

This consortium consists of GoWithFlow, Logistema, University of Évora, Comunidade Intermunicipal do Alentejo Central, DECSIS, ALTICE and Agência Desenvolvimento Regional Alentejo.

The LVpDÉ has ​​a maximum financing value of 500 thousand euros for a total investment of more than 1 million euros and will be implemented in a consortium by a wide range of partners, the Municipality being responsible for its management. The deadline for the implementation phase is until the end of the first half of 2021.

This consortium consists of GoWithFlow, Logistema, University of Évora, Comunidade Intermunicipal do Alentejo Central, DECSIS, ALTICE and Agência Desenvolvimento Regional Alentejo, being responsible for the major areas of "Sustainable Mobility", "Efficient Collective Space", "Integrated Operation Center / Monitoring "," Infrastructure and Connectivity "," Operational Zoom "and" Media Management ".

LVpDÉ translates into the adaptation of an urban space with a local identity in order to become a space for testing, demonstrating and appropriating integrated technological solutions in a real context, with a focus on mobility issues. The project promotes the decarbonisation of living cities, through the integration of solutions in the fields of transport and mobility, energy efficiency in buildings, innovative environmental services and the promotion of the circular economy.

In February 2018 Évora was one of the 12 municipalities that had their applications for Fundo Ambiental, approved for the implementation of LVpDÉ project. This candidacy deserved an excellent evaluation in the criterion of Innovation and Excellence, having been valued its incidence in the Historical Center, World Heritage of Humanity, with a strong local identity, with the potential for integration of measures in different domains, in different spaces, and with the presence of knowledge centers, companies, commerce and users.

This implementation of innovative environmental services, could serve as a model for other cities, in line with the principles set out in the Pacto de Autarcas and in Acordos de Paris, centered on reducing the emission of polluting gases into the atmosphere and decarbonizing living in cities.

Évora City Council unanimously approved the progress of two projects of significant value in the area of ​​environmental sustainability, one related to the water management of the Aqueduto da Água da Prata and Laboratório Vivo para a Descarbonização.

The first focuses on the opening of the procedure, approval of expenses, approval of the procedural documents and appointment of the jury of procedure for the public tender for the Reabilitação de Poços e Nascentes do Aqueduto and the execution of a Reservatório e Rede de Distribuição de Água para Rega – Projecto LIFE/Água da Prata.

The second focuses on the award of the consortium contract for the implementation of the Laboratório Vivo para a Descarbonização. The aforementioned contract is signed between the Municipality of Évora, Agência Desenvolvimento Regional Alentejo, Engineering and Development Center (Association), Comunidade Intermunicipal do Alentejo Central, DECSIS - Information Systems, Logistema - Logistics Consultants, MEO - Sistemas de Communications and Multimedia and University of Évora.

It should be noted that the LIFE Água de Prata project will make it possible to reduce municipal expenses related to the consumption of water from the public network for irrigating green spaces and reducing the dependence that irrigation of green spaces has on the public water network.

In turn, the Living Laboratory for the Decarbonization of Évora aims to create a laboratory ecosystem for the integrated development of solutions (sustainable mobility and efficient use of public space) that contribute to the decarbonization of the Historic Center of Évora.

Fundo ambiental, which results from the extinction of Fundo Português de Carbono, Fundo de Intervenção Ambiental, Fundo de Proteção dos Recursos Hídricos and Fundo para a Conservação da Natureza e da Biodiversidade, approved the candidacy of the Évora City Council for the implementation of the Laboratório Vivo para a Descarbonização.

Laboratório Vivo para a Descarbonização translates into the adaptation of an urban space with local identity in order to become a space for testing, demonstrating and appropriating integrated technological solutions in a real context that promote the decarbonization of living in cities, through the integration of solutions in the fields, among others, of transport and mobility, energy efficiency in buildings, innovative environmental services and promotion of the circular economy, in a logic of interaction between the municipality, knowledge centers, companies, industries and citizens. It aims to assert itself as a low-carbon, resilient, accessible, participatory and connected environment.

The project presented by Évora, one of the 10 nationally approved applications, to be developed in the Historic Center (CHE), will have a strong component in terms of population involvement, with the aim of this project to identify and test solutions that converge with the stated principles in the Pacto de Autarcas and in Acordos de Paris, but also to consolidate work models that are likely to be replicable in cities around the world.

The project focuses on CO2 reduction within the scope of the mayor pact. In terms of mobility, with regard to public transport and freight transport, the implementation of models and technological solutions that contribute to meeting the objectives of reducing CO2 and collecting useful information for the preparation of the Mobility Plan for the CHE. On the part of CME, more sustainable urban operations are expected through the use of small electric vehicles.

Laboratório Vivo para a Descarbonização aim to co-create more innovative, sustainable, inclusive and resilient cities, with a view to improving the quality of life of citizens and communities and, among other aspects, to promote the decarbonization of cities, through the implementation of solutions technologies that increase efficiency and reduce energy consumption.

In its final report, the Fundo Ambiental reveals that Évora's candidacy deserved a positive general evaluation, with an evaluation of excellent in the Innovation and Excellence criterion.

“The location of the project has distinctive characteristics, on the one hand, because it affects a historic center, which represents a challenge that is not restricted to the implementation of the LVpD, as it assumes urban planning attributes and, on the other hand, because it is located in a structuring and with a strong tourist presence allowing an intervention in the induction / perception of the living laboratory ”.
